Dramatic Downward Revision of Wind Potential?

Hi guys. This is a current post on the Oil Drum which I thought was quite important. Carlos de Castro, professor of of applied physics at University of Valladolid in Spain, published this paper in Energy Policy. He starts with the total available energy in the atmosphere and attempts to calculate how much is ultimately recoverable. He comes out with 1 Tw (Terrawatt). Since total world energy consumption is 17 Tw, wind can't ever contribute more than 6%. The link I give is to a summary of the paper. The original is behind a pay wall. It is followed by hundreds of comments, many very thoughtful. I take no position, but obviously if it is even partly accurate, it is a very serious assessment.

Could it be that the extraction of energy from the bottom 200 meters of the atmosphere will cause energy to move downward from the air above?
